Overwater bungalows are the ultimate symbol of barefoot luxury — villas built on stilts directly above the ocean, with steps leading down into clear blue water. It’s a concept that has flourished in Tahiti and the Maldives, where private lagoons and calmer seas make such builds possible, but less so in Indonesia.
It has been said that in Bali Indonesian law, states that the sea belongs to the state, which means no private resort can legally construct accommodation directly over public waters.
